The Effects of Crime

  1. Planetary income is reduced by the crime rate, up to 100%.
  2. Decay rate (Supply Attrition) from the colonies is increased as things "fall off the back of trucks".
  3. Morale of the citizens is lowered by a function of the crime rate.
  4. The chance that a new citizen will be a Criminal is increased, potentially adding even more crime.
