Crime has the following downsides to a core world's system (the core world and its feeder colonies):
- Planetary income is reduced by the crime rate, up to 100%.
- Decay rate from the colonies is increased as things "fall off the back of trucks".
- Morale of the citizens is lowered by the crime rate.
- Increases the chance that a new citizens will be a Criminal, adding even more crime.
The Xeloxi are a criminal faction and are immune to effects 3 and 4 but take care to keep down Crime due to the effects of 1 and 2.
