*New Executive Orders
**Enlist Pirate Fleet - Take control of a pirate fleet. This is only available to the Xeloxi (or other civilizations with the Crimelord ability). With this ability pirates become a resource for the Xeloxi to grab and use as they need.
**Enlist Pirate World - Take control of a pirate world. This is only available to the Xeloxi (or other civilizations with the Crimelord ability). Instead of taking control of pirate fleets you can allow the pirates to continue to harass other civilizations, and if they take a world you can have them turn it over to you.
**Impress Foreign Fleet - Take control of a fleet that is within your borders but you aren't at war with. This has a significant Control cost and will aggravate the civilization you bribed the fleet away from.
**Defense Sentinels - Provides a single defense sentinel that can be instantly deployed to a colony in exchange for Control.
